Your Questions Answered - Succession plan vital for next council phase

 

john robertson(copyHP)When appointed to govern the Kaipara District Council in September 2012, the Commissioners were provided with a set of tasks, laid out in a Gazette Notice issued by the Minister of Local Government. Every three months the Commissioners report to the Minister on their progress towards meeting the tasks. 

The last task set for the Commissioners is set down for the period July to October 2015. It is described as follows:

The Commissioners will develop an exit plan to facilitate a smooth transition back to an elected Council. This may include:

* recommendations for any Government assistance required (eg special legislation)

* recommendations to use the Ministerial intervention and assistance provisions proposed as part of the Local Government Act 2002 Amendment Bill 2012 to assist the newly elected Council if appropriate; and

* a plan for the induction of the new mayor and councillors to be elected in 2015. 

An elected Council is destined to replace the Commissioners in October 2015. Many of the tasks required to be accomplished by the Commissioners have been accomplished, some remain work in progress, and some like the last task described above have yet to be undertaken. 

Commissioners will put in place a plan for the induction of elected members. 

As members of the Kaipara community however, we should also be putting our minds towards the elections. Kaipara needs candidates who will stand for election, and who will bring the skills, community interest, and passion to Council that will form a great governance team for our district. 

As Commissioners, our promise to successfully elected candidates is to leave you with a Council that is in good shape – one that is financially sustainable, that is engaged with the many communities that make up Kaipara, and that is organisationally competent. We will leave you with a reliable Long Term Plan, with asset management plans that are robust, and with a series of community action plans that have been embraced by residents.

If you are interested in finding out about how Council works, or if you wish to discuss the demands of being an elected member, you might:

* Ask a previously elected member for advice. 

* Attend a Council meeting or two.

* Ask to meet with a Commissioner.

The Kaipara District Council is a complex organisation, carrying out many activities – running libraries, managing networks like roads, providing parks and supporting community activities. For elected members this makes being part of the governance team interesting and challenging. 

The Kaipara District Council is also an important public organisation for our District. It provides services that we cannot provide alone. It keeps our roads open, our wastewater systems operating, and it is there if there is a civil defence emergency. 

As an elected member, you are there to guide the operation of Council – to set policies and ensure that they are abided by; to develop plans and approve contracts, and monitor their application; to work with members of the community and community groups, supporting their initiatives. The Council’s Chief Executive will report to your Council, and with the support of Council staff, will manage its operations.

Kaipara is a district made up of many communities. As an elected member you will represent the whole district, and you will be amazed and impressed by the level of engagement for the public good that exists.

Think about this. When the Commissioners end their time as the Council’s governors, Kaipara needs to replace them with a Mayor and Council that can take our District forward.
