Kaipara District Council responds to WSPAs the hearing is currently adjourned Kaipara District Council cannot comment on the hearing itself, however council’s GM Infrastructure Services manager, Jim Sephton, responded to questions around the WSP report in the following statement: Council is using the advice provided by its consultants in the development of its 30 year Infrastructure Strategy, Long Term Plan and Asset Management Plans. The capacity of the system is related to disposal, plant and reticulation. The plans for capacity increases are formally reviewed every three years as part of the LTP and Asset Management Plan process. Currently there are a number of factors influencing the pace of growth of Mangawhai and importantly, the impacts of increasing residential community. Some of the activities which are already underway (and were signalled in the advisory report) include: · Modelling of the waste water system to more accurately respond to growth · Investigating opportunities to extend the disposal system · Designing and constructing a balancing tank which will be repurposed when required to a CASS tank
In October Elected Members approved the development of the Balancing/CASS tank with funding allocated from within the current LTP. Consultation on the Draft LTP will commence in the new year (March 2021) and this has been guided through briefings with Elected Members. A strong direction for the current Infrastructure Strategy is to continue to improve the system and continue to dispose to land. Once modelling of the waste system is complete and feedback on the LTP has been received, the Asset Management Plan for the Mangawhai Community Wastewater Scheme will be updated with new costs and population predictions. For clarification: · The recommendations from the report have been acted upon in terms of modelling, investigating disposal options and constructing the Balancing/CASS tank. · The Future Options Development report was made available to the Councils Consultant for the Private Plan Change and was referenced in the specialist report. The attachment was made available on the website. · Elected Members have been engaged in the development of the LTP and Infrastructure Strategy which is based partly on this report. They are not generally provided with all technical reports. · The capacity of the system is related to the disposal system, plant and reticulation system. Capacity is increased to accommodate growth. |
